                 Summary: [troff] .device should encode special characters in
`\[uXXXX]` form => [troff] `.device` and `\X` should have a policy for
non-special character node handling

Follow-up Comment #27:

Bug #63074 covered most of this.

Re-scoping this ticket in light of Deri's comment #26.

We need to decide how to handle non-special character nodes as arguments to
`.device` and `\X`, and document this handling sufficiently that the user has
a fighting chance to intelligently act on any diagnostics produced.
