We expect to find .TH in ms(7) documents only between .TS and .TE calls, and in man(7) documents only as the first macro call._ I understand the intention of this comment to be that grog should not identify a document that has only a .TH macro between the .TS and .TE macros to be a -man document. Yet it does.
