The .MR man macro originated as an extension in Plan 9 troff in 2020, which GNU troff then also adopted. The groff 1.23 release notes (http://lists.gnu.org/r/info-gnu/2023-07/msg00001.html) cover the syntax of .MR, but this information is buried in the middle of a very long document describing a release with a huge number of changes.
