Follow-up Comment #3, bug #64612 (project groff):

I think what you are saying is that the groff-specific font metric files (e.g.
"desc/TR") should remain where they have always been.  Agreed -- they are
specific to groff, and there is no need to change the current system.
 
The Type 1 fonts (.pfa, and .ps) can be anywhere, and frequently shared with
other applications.

The GROFF_INCLUDE_PATH is to be used to find the PostScript files when needed
(which I'm guessing is only when they need to be included in the output of
grops).
 
I'm a bit concerned by the statement "inserts the path to the system installed
versions into the download file" because the prohibition of paths in the
download file is precisely where this all started.  But maybe the scope of my
understanding is just too limited.
