Follow-up Comment #6, bug #64421 (project groff): Regarding Arch differences:
You can see the Arch package definition at https://gitlab.archlinux.org/archlinux/packaging/packages/groff/-/tree/main/. The two differences I can see are (1) a patch for date formatting (probably irrelevant here) and (2) a custom site.tmac file. The site.tmac file does something with colors, but I believe this is about terminal output? https://gitlab.archlinux.org/archlinux/packaging/packages/groff/-/blob/main/site.tmac To rule out a misconfiguration in my own user account, I've also created a fresh user account and I can reproduce it there.
