In discussion (see http://lists.gnu.org/r/groff/2022-09/msg00011.html and
downthread), no one outright opposed the proposal, though Ingo (and Doug, sort
of indirectly) questioned the necessity of a tbl(1) at all, since it would
have little information. Alex pointed out that the man page still needs to
exist merely to document the command's existence, even if there is little else
to say about it.
