Hi there, I'm afraid you'll need to contact a support channel for your distribution vendor. The Savannah ticket tracker is for upstream development of groff by the GNU Project; we don't have a lot of information about distributor packages (and I myself am a Debian user). I did find this: https://rpmfind.net/linux/RPM/fedora/devel/rawhide/x86_64/g/groff-1.22.4-8.fc35.x86_64.html ...which suggests that the `refer` program should be supplied by the `groff` package...at least if you're running Fedora. Red Hat Enterprise Linux (RHEL) is a proprietary distribution with support available only to subscribers, so if that's what you mean by "RedHat", you may want to use the RHEL subscribers' portal to get support. I would _not_ expect to find `refer` in a package called `groff-x11`, which if reasonably maintained, should contain only the `gxditview` program and related files. Most of groff has no dependency upon the X Window System. I hope this helps.
