I can't comment on the change since I am not familiar with the
scripts.
But gitlog-to-changelog is a part of gnulib imported by the module
with the same name:
$ gnulib-tool --find build-aux/gitlog-to-changelog
gitlog-to-changelog
Some of the copied versions might be modified [1], or might be
out-of-date (if imported manually).
