declared.sh: Allow parsing 'extern "C"' lines

The declared.sh file has a problem extracting the first 'extern ...'
declaration within an  'extern "C" {' ... '}' block. The line
concatenation step produces this intermediate result:

in this mess. This patch fixes it.
