Thanks for looking into this!

I believe the prediction has come true; from libtool's NEWS for version
2.1b:

  - On (AIX?,) HP-UX, and OpenBSD, hardcoding has been changed to prefer
    rpath over absolute dependent library names.  This fixes DESTDIR
    installs, among others, on the non-HP-UX/PA systems.
