I do not understand why you take it personally. There are certainly many modern software projects that have higher requirements on cleanup of resources than what the mentioned text in GNU standards [1] recommends. How old is the text in GNU standards that Bruno refers to? There has been some progress mode in software engineering in the recent history and the mentioned text might need some update to reflect that.
