Indeed. That explains it all.

It also explains why you have less locales than I see (and why your strace
indicates that you don't have a /usr/lib/locale/locale-archive, while I do
have one) in a fresh Fedora 29 install:
Apparently the result of an upgrade and of a fresh install are different.
