Although I agree with you, a few Emacs developers still occasionally edit source code in 8-bit locales. Apparently the problem is that the Emacs support for UTF-8 is problematic on MS-Windows. I'm looking into a better fix for this that doesn't involve sprinkling coding cookies all over the place but this will involve changing Emacs and in the meantime there are all these older Emacs versions out there....
