I take it that the project is not against to such changes if someone does it.

Well, each package tends to be assigned to a translator. If gnulib
changes one string, that string may be translated twice by two
different translators. Shared strings (in shared libraries for
example) tend to be packaged with the library. Translators do not need
to deal with them again.
