Yes, you're entirely right. The project has been created already: http://savannah.gnu.org/projects/vc-changelog/ It is empty, is the idea to only have git-merge-changelog there? I haven't moved it yet, due to lack of time / more urgent priorities. Would you like to help moving it? Wouldn't it be better to put it in vc-dwim?
