It is needed for complete testing of the 'quotearg' module. We want the complete test in testdirs created by "gnulib-tool --create-testdir ... quotearg ...". But I agree: In an average package that imports the 'quotearg' module, it is sufficient to test the part of quotearg that does not depend on gettext. So, I'm splitting the test into two modules 'quotearg-tests' and 'quotearg-simple-tests', in such a way that - "gnulib-tool --import --with-tests ... quotearg ..." will include only 'quotearg-simple-tests', and will not depend on gettext. - "gnulib-tool --create-testdir --with-tests ... quotearg ..." will include both 'quotearg-tests' and 'quotearg-simple-tests', and depend on gettext. - "gnulib-tool --create-testdir --with-tests ...", with other modules mentioned but not quotearg, will include only 'quotearg-simple-tests', and will not depend on gettext.
