ChangeLog?  Patches to standards.texi should be sent to
bug-standa...@gnu.org; if applied only to gnulib, they would be lost at
the next upstream synchronization.

Hmm, standards.texi is lacking this line common among various build-aux
scripts:

# time-stamp-time-zone: "UTC"

But all the build-aux scripts are likewise missing an explicit designation
of locale to use when generating the timestamp.  On the other hand, the
build-aux scripts use

# time-stamp-format: "%:y-%02m-%02d.%02H"

which is locale-independent; it is only standards.texi that uses
locale-specific directives in

time-stamp-format: "%:b %:d, %:y"
