Does anyone know where a canonical copy of move-if-change is stored?  Or maybe 
no existing version is good enough for GNU standards, and we should make gnulib 
become the canonical home of a proper implementation?  I would like to add it 
into gnulib/build-aux, so that projects can easily grab the latest version of 
it from gnulib.

A quick google found a couple of candidates:
http://gcc.gnu.org/svn/gcc/trunk/move-if-change - no copyright, no --version 
support, but at least a usage message

http://examples.oreilly.com/palmprog/CDROM/Linux/libs_utils/binutils-2.7/move-
if-change - GPLv2+, but no --help support or usage message, and quoting problems
