It's longstanding practice to distribute code in GNU applications like coreutils under the GPL only, replacing references to the LGPL with references to the GPL in files taken from LGPLed distributions like glibc. As I recall, RMS established this practice. I suspect it was to encourage people to use the GPL and to discourage them from using the LGPL. But this is just guesswork on my part, so you can ask him if you'd like to know more details.
