As far as I know, yes.  More important for a GNU project (seems to me),
the GNU standards say to use 1.2.

(Of course the GNU standards also say to use front-cover and back-cover
texts, but for such a randomly written manual as Gnulib, which won't
ever be printed on paper, it doesn't seem critical.  Sigh.)
