OK.   Is po/Makefile.in.in in gettext?   If not, do I need to obtain
gettext from CVS as well?

It's known, and is to some extent unavoidable (because caring too much
about backward compatibility can kill progress).

No problem.  Is there a list anywhere in the CVS sources for gnulib
that would tell me which versions of the tools I should/should not be
using?

At the moment I am using the version of gettext that comes with by
Debian distribution, but it that is a poor strategy, it may be worth
the extra effort of downloading and building new versions of gettext
periodically.  I have no objection to doing that, as long as I know
when to do it.
