Up to you whether you cross post gnulib bug reports to the affected
program, but in the case of m4, I follow the bug-gnulib list rather
closely.  For the past few months, m4 has often been one of the first
adopters of new changes in gnulib.  Your reports will be noticed on either
list, and if you report it to bug-m4 but it is really a gnulib issue, I
have no problem adding the appropriate list in my reply.
