Details:

If no C++ compiler is available, the configure phase of gettext-0.19.4 fails,
even when you give the "--disable-c++" option to the main configure script.
This is because the libasprintf configure (which does need C++) is run
unconditionally, even when gettext-runtime/configure has decided not to build
libasprintf.

The attached patch makes the AC_CONFIG_SUBDIRS conditional on libasprintf
enabled.
