GNU rm already has the -I option, which seems to do what you want.
It was added in coreutils-6.0, released 1.5 years ago:

rm --help says this:

  -I                    prompt once before removing more than three files,
or
                          when removing recursively.  Less intrusive than
-i,
                          while still giving protection against most
mistakes
