This has come up before. Here's a recent reply from Paul Eggert: http://lists.gnu.org/archive/html/bug-coreutils/2005-09/msg00076.html There are indeed patches to make many of the text-related tools work with multibyte characters. So far, I've refused to adopt those changes because they introduce too much code duplication.
