Could it be that the Taiwanese mentioned on
http://www.grassouille.org/blogmax/041009.html have made
LC_CTYPE=zh_TW.Big5 proper and LC_CTYPE=zh_CN.big5 improper. All I
know is that the former works and the latter doesn't here on Debian.
