I realized that, contrary to our patches, these proposed changes should be independent of `preserve_timestamps'. True, the offending situation arises very often if the *preceding* `cp' used that setting, but it can also happen if `cp --update' (without --preserve) is used on files that have been put into place using other tools. Hence, the actual copy-with-`--update' must work properly even when preserve_timestamps is false.
