The GCC developers don't have anything to do with these files at the mingw.org site. You should try contacting them.
It is possible that the file got corrupted when you downloaded it. You could try downloading it again. Some sites put checksum files on their download sites, so that you can verify that files downloaded corrected. The GCC developers for instance use md5sum. The mingw.org site apparently doesn't do that though, which is unfortunate.
