Is there a version-independent url for binutils documentation?
All I could find is http://sourceware.org/binutils/docs-2.18.
Without one, it's very difficult for other Texinfo manuals and web pages
to refer to the doc ...
Not really. You could refer the reader to the binutils web site:
http://sourceware.org/binutils/
or http://www.gnu.org/software/binutils/binutils.html
which will always have a link to the latest documentation.
