I think that writing <href="#SECfoo"> and not <href="bashref.html#SECfoo"> would be sufficient? Also the the manual is also quite out of date (July 2002) and should be regenerated from scratch. The gendocs.sh script (http://www.gnu.org/prep/maintain/html_node/Invoking-gendocs_002esh.html) is a convenient way to generate all the various output formats. The HTML will have relative links with current versions of either makeinfo or texi2html, so regenerating should take care of the original bug report, too.
