There is an argument for fixing AC_C_CONST: the way it breaks
caused strange errors building one package because its config.h
defined const to /**/.   Users shouldn't have to go digging around
to figure stuff like that out.  (Well, ok, any user who does
./configure CFLAGS="-Werror -Wall" is asking for it, and shouldn't
mind digging around, but still.)

We are not sure whether these code changes will still cause the original
tests to be effective in uncovering the same compiler issues, should
someone really need to work with those compilers.  I'll leave it to
Eric to decide whether or not to just ditch this reason.

I don't think trying to cope with -Werror makes sense, because -Werror contradicts the working principles autoconf is based on.
