You are right the problem is with the libxcb.

SYNTAX ERROR+
      ⎕PLOT 1 2 3 4 5
      ^
      )MORE
⎕PLOT is not available because either no libxcb library was found on this
system when GNU APL was compiled, or because it was disabled in ./configure.

Exist a tutorials for building gnu-apl in OSX
