[Bug-apl] Emacs lib loaded automatically

Hi Elias,

I have changed the code so that libemacs is loaded automatically
when GNU APL is started with --emacs. SVN 269.

I believe that other libraries shall unload themselves on )CLEAR,
at least that is what I would expect.
