I have written a proposal earlier but haven't received any comments so far.

so that we don't need to scan the bug-apl mail archive.
According to it package⍙ is the prefix for meta information of a package
while package∆ is
the prefix for package functions and global variables.
I also believe that we should have a common web page for libraries and
all the other GNU APL related
contributions from the GNU APL community so that they dont get lost and
people dont need to scan
the bug-apl mail archive for the latest version.
