Bug description:
  Mutter/GNOME settings daemon changes in the GNOME 47 cycle has broken
  the ability for budgie to use monitor scaling.  All monitors are now
  fixed at 100% scaling.

  Also reported by Arch users who have uplifted to GSD v47.1
