That is expected. In 21.10 home folder permissions have been tightened
up to prevent other user accounts accessing each others stuff.

Upgraders still have the older "all access" home folder permissions

  Login Window doesn't change Background, displays pure black instead

Bug description:
  Steps to reproduce:
  -Open Login Window
  -change background
  -restart

  Somehow, it doesn't 'want' to look into /home/user/Pictures/Wallpapers.
  If I put my wallpaper in /usr/share/backgrounds and 
/usr/share/backgrounds/budgie, and use Login Window to select it, it works. 
Maybe it has no permission?
  I only have this issue when I used a fresh install of 21.10 and not upgraded 
from any older version, if that helps.
  I am using Ubuntu Budgie 21.10.
