Issue description:
Every time when i play a video or i play game on the system (Steam), the screen
freezes..
However if i move the mouse the issue is gone temporarily, and the video
continues (or game).
This is very inconvenient to keep moving the mouse while watching a
movie.
I've also installed the restricted extras (ubuntu-restricted-extras) but
this is not affecting the issue in a positive direction.
Mainly i use Intel built in GPU as i have issues with AMD.
I also reinstalled the system, it turns out that ubuntu 18.04 and other
variants have no issues at all, only ubuntu budgie seems affected.
