This turned out to be a disk problem. When I swapped in a new drive,

If your problem is reproducible: Just after an upgrade and before
rebooting, what's the ouput of an "fsck /dev/ufs/BSDRPs4" ?
Does the "reboot" command correctly unmount the /data before rebooting
your system ?
