Are you able to edit that file? If so, you'll see -ldebug on its last line. Just change debug so that all the log categories are specified. If you'd prefer, I can send you an edited copy of the run-debug.bat file. Additionally, it's possible that you may need to do something extra to enable the brltty-libusb-1.0.inf file in brltty's bin directroy.
