something similar I did few months back in windows7 and brltty. Though to share if it helps in anyway.
If you have a pre-built binary or compiled code from source, then used the following to start brltty with xw driver. I was told to use"no-release-device", for the virtual screen to be shown". .\bin\brltty -b xw -xno -p none -A auth=none -B model=normal -l debug -n -e --no-release-device > debug.log 2>&1 when running the above, I was able to do brlapi call too. Note that I did not install brltty, instead used pre-built binaries OR compiled from source I mentioned above As a note, it can just emulate only three standard display using model values as normal, and two other values. Also, the current emulator does not support braille input correctly. As it has 6 separate dots; but no option to input more than one dots (like b, c etc) simultaneously.
