I did try using the svn version of brltty but it didn't change the strange behavior or allow me to access the preferences via chord-2-5. I also did find the structure with rcS.d so now I know if I wanted to set this up to boot as early as possible it would be similar to the description for Debian in the brltty manual. Since using the development version didn't solve the problem, I went back to ubuntu's brltty setup for now. I may go back to the svn brltty when I have time to make the necessary changes on my system.
