Redirecting to a probably more appropriate list. ms-dos support is not complete, a little patch is still needed. Then you just need a djgpp environment for compiling it and using it. Dave, maybe we could provide a binary patched brltty for people to try it out? The (relatively hard) limitations are that only serial devices with bps <= 9600 will work.
