Dogs, elephants, and a few other animals are explicitly mentioned as pre-sapient candidates that Earthclan is forbidden to uplift - two clients are too much for even an elder galactic race. BTW, since Neodolphins are derived from one species of dolphin, but with genetic material from all other species, there's no reason that Neochimps don't include also Bonobo DNA.
