Chilling words from the article for anyone who writes code (or manages  
people who do so) for a living:

     "This is designed to ensure that "bugs fixed in Vista do not
     reappear in the next operating system", according to a
     Department of Justice statement...

I sure wouldn't want government regulators snooping around in code  
that I or my coworkers write to ensure that bugs fixed in one version  
don't reappear in the next version. If they did, I'd be writing this  
on the library computer at Leavenworth, I suppose.
