"Immediate" has only one meaning in this context, as far as I know. I don't think so. We are talking about justification for war. So "immediate" could easily mean that if this opportunity to neutralize the threat is not taken now, that we will not have a future opportunity to neutralize it before it becomes unneutralizeable.
