I wouldn't put it beyond the administration to have been intentionally negligent. I think that they may have assumed that a terrorist attack was going to occur and went out of their way to ignore the warnings. It is documented that Iraq was on their agenda well before 911 and their complacency concerning the threat of an attack is also well documented.
