If that were true, why aren't they?
Why are there ghettos, why is that poorest band increasing in numbers all the time. It's not like they're being taxed to death by the rich. The ones the people on the top rely on are the workers, who put in their 40hours a week, then go out and buy consumer goods. If I was forced to make the choice on who to save, I'd take that middle class - leaders and innovators would arise among them quickly enough, and that's the only place you'll find a complete skill set required to rebuild.
