outside.*
The entire purpose of the plywood is to protect the glass window.
If you install the plywood on the inside the glass will break and the 
plywood just might fly around the room like an oversized guillotine, 
causing more damage than if there had been no plywood at all. But 
installing the wood on the outside protects the glass, keeps moisture 
and rain from the inside of the structure, and is unlikely to be 
pulled loose from the window frame in any case. (Any force that will 
pull the plywood from the outside of a building is likely to be 
causing severe damage to the structural integrity of the building 
anyway, *IF* the plywood was installed properly in the first place.)
