What's the answer for cities, that are at higher risk of

Some cities in the world are investing *MASSIVE* amounts of money and
effort to protect them from various natural disasters. Take, for
instance, Tokyo, which is building the world's largest flood-
prevention
system of mind-boggling proportions, of which some too-cool-to-be-
real
photos are available here:

What I think is really remarkable about these images is how
stunning they are. This is some lovely photographic work!
Japan is "selling" G-CANS as a tourist attraction as well as the
world's largest flood-control system, so the kind of otherworldly CGI-
glow that these pictures have is not too surprising.
The self-proclaimed greatest country on earth should be the kind of
country that has the sense and discipline to build something like
this.
Ahh, but that would require a stronger government and … gasp …
taxation, and the next thing you know you'd have socialism. And of
course we can't have that here in the US of A, now can we?
The conservative movement has very brilliantly and successfully
framed taxation as an unwarranted taking of private property for the
benefit of "special interests." It is up to the progressive movement
to just as successfully reframe taxation as the dues we pay to enjoy
the benefits of a modern society.
That might even lead to gun control and gay marriage!
I'll give up gay marriage when they pry my cold dead gun from
around ... hey, wait!
