Come on, this is a little misleading. If you read the original Seattle Times story, this is clearly a case of children UNINTENTIONALLY separated from their parents in the chaos.
No matter what the circumstances are, I refuse to believe that ANY rescuer would abandon children for any reason. The local and federal governments might have been slow to react, but I can't believe that any of the rescuers are putting forth less than their very best.
